Once downloaded, install and run the game once. In my experience, it is good practice to get “in game” once before modding any game, and the Sims 4 is no different.
Once you verify that you can actually play the game, start it again. It may have been a quirk of the pirated version, but none of the expansions populated on the title screen until I started the game a second time. Now that the game is working, you will need to go into the game settings and allow mods.
